EDUCO x UNICEF CSSF Pillar 2 Guidebook
- Background
Educo Philippines, with support from UNICEF and in coordination with the Department of Education (DepEd), is implementing a project to develop the Comprehensive School Safety Framework (CSSF) Pillar 2 Guidebook and related tools. As part of the project, a package of digital IEC and learning materials will be developed to support the orientation, dissemination, and uptake of the Guidebook and related resources.
- Objective of the Assignment
The IEC Materials Development Consultant will develop user-friendly, visually engaging, and context-appropriate IEC materials based on the CSSF Pillar 2 Guidebook, related tools, and agreed key messages. The materials should help communicate key concepts, processes, and practical guidance on school safety and educational continuity to relevant users and stakeholders. The type or modality of materials in the package will depend on feedback gathered during the consultation workshop from various stakeholders.
- Scope of Work
Under the supervision of Educo Philippines with technical inputs from UNICEF and DepEd partners, the consultant will:
- review relevant project documents, including the draft or final CSSF Pillar 2 Guidebook, related tools, and communication inputs;
- propose appropriate IEC formats, layout direction, and visual treatment for the materials package;
- develop draft IEC and learning materials based on approved content and messages;
- revise materials based on comments from Educo, UNICEF, DepEd, and relevant validation or field-testing processes, as applicable; and
- submit final print-ready, digital-ready, and editable source files.
- Expected Deliverables
The consultant is expected to produce the following:
- brief inception note or workplan;
- proposed design approach and sample layout direction;
- first draft IEC materials package;
- revised draft/s incorporating comments; and
- final IEC materials package with editable source files and final outputs.
The IEC materials package may include, but is not limited to, the following:
- visual summary of the CSSF Pillar 2 Guidebook;
- infographics on key concepts, processes, and roles related to school safety and educational continuity;
- slide deck or orientation materials for presentation and roll-out activities;
- posters, digital cards, or social media-ready materials for advocacy and dissemination;
- child- and adolescent-friendly IEC materials, where applicable;
- field-testing or workshop materials requiring visual packaging or formatting; and
- other communication or learning materials that may be agreed upon during implementation.
Note: The types or modalities of the final materials will depend on the results on the consultation workshop, taking into consideration impact, appropriateness, and target audience.
- Reporting and Coordination
The consultant will report to the EDUCO Project Team (Project Manager and Project Coordinator) and will coordinate with relevant members of the project team, as well as UNICEF and DepEd representatives, as needed.
- Required Qualifications
Interested applicants should have:
- a degree in communications, development communication, multimedia arts, graphic design, education, or a related field;
- at least three years of relevant experience in IEC development, graphic design, or knowledge product development;
- proven experience in producing communication or learning materials for development, education, humanitarian, or public sector projects;
- strong skills in design, layout, and content packaging;
- proficiency in relevant design software and applications;
- good written and oral communication skills in English; and
- experience working with NGOs, government (particularly DepEd), or UN agencies is an advantage.
