PROJECT COORDINATOR – 10-month Project-Based Position

In the Philippines, EDUCO started its program of operation in 2005 and partners with over 105 schools across 107 barangays in Albay, Sorsogon, Catanduanes, and Cotabato, reaching around 35,000 children and young people.

Educo Philippines is seeking a highly motivated Project Coordinator for Educo’s special project under the UNICEF partnership.

Position Purpose and Summary

The Project Coordinator supports the effective implementation of a joint project between Educo and UNICEF focused on strengthening school safety and education continuity through the development and field -testing of DepEd’s Comprehensive School Safety Framework (CSSF) Pillar 2 Guidebook. 

This role ensures smooth on-the -ground execution of project activities, providing technical, logistical, and coordination support while maintaining compliance with donor organizational standards.  

Key Responsibilities

Partnership and Engagement

  • Supports the working relationship with UNICEF and the DepEd Central Office at the national level 
  • Holds primary relationship with partner DepEd Regional Offices (RO) and Division Offices (DO) in NCR, Luzon, Visayas, and Mindanao (with exact RO and SDO to be determined during the Inception Workshop 
  • Serves as secretariat and co-convenor of the Technical Working Group 
  • Manages and coordinates with project stakeholders 

Internal Management, Coordination, and Compliance 

  • Attends EDUCO institutional activities such as General Assemblies, Annual Participatory Program Review, and Stakeholder Workshops 
  • Ensures compliance with EDUCO standards, including PSEAH, COC, CSP, and People & Culture Policies 
  • Facilitates updating meetings with EDUCO Head Office, as needed 
  • Prepares and submits internal reports, as required 
  • Coordinates consistently with the EDUCO Country Office 
    • Updates regularly or coordinates in official communication channels, monthly plans, convenes staff for review of documents, and addresses bottlenecks in implementation 
    • Coordinates with the Finance Team to ensure compliance with internal processes such as bidding protocol and securing supporting documents 
    • Coordinates with the People & Culture Team for hiring of external consultants or service providers (i.e., writer, graphic artist, and documenter) 
    • Drafts and Finalizes terms of Reference, Bidding Requirements, or Service Contract for service providers, depending on the requirement 

Technical Design  

  • Supports the technical design of major activities of the project, including methodologies, program flow, work plans, tools, questionnaires, workshop matrix, and field-testing protocol 
  • Engages project stakeholders and experts in the production of major outputs in the project, including the Guidebook and IECs. 
  • Manages overall logistical requirements during the Field Testing of the Guidebook and IECs. 
  • Facilitation of events such as the multi- regional consultation workshop, inception workshop, and field testing 
  • Supports the integration and synthesis of the results of consultations in the overall guidebook and IECs 
  • Prepares Risk assessment. 

Logistics and Procurement  

  • Manages the overall groundwork or logistical requirements of the project, including scouting and selection of suppliers, ocular inspection of venues, accommodation, airport transfers, vehicle rentals, purchasing of materials, and preparation of requests
  • Support quality assurance processes on mock-ups or sample IECs from suppliers
  • Facilitate the preparation, review, and endorsement of risk assessment for approval of the EDUCO Country Office

Budget Management

  • Ensures consolidation of supporting documents ( i.e., official receipts, invoices, billing statements, and attendance sheets) and checking for completeness, accuracy, and compliance 
  • Uploads the scanned documents and monitoring tools from EDUCO 
  • Ensures incurred expenses are aligned with the established expenses ceiling or thresholds 
  • Monitors budget execution throughout the project life 
  • Facilitates requests for funding and the accomplishment of financial reports to both EDUCO and UNICEF 
  • Provides justification of budget expenses, as necessary 
  • Coordinates with EDUCO and UNICEF for any potential budget realignment or modifications  
  • Serve as liaison between EDUCO and UNICEF Finance Teams. 

Donor Compliance 

  • Manages timeliness and accomplishment of targets and applies necessary adjustments or pivot strategies as needed 
  • Ensures compliance with UNICEF standards and policies 
  • Attends regular meetings (both in-person and virtual) initiative by UNICEF 
  • Ensure complete and timely submission of reports, documentation, means of verification, minutes of meetings, and photos 

Communication and Visibility

  •   Serve as liaison and facilitate cross-collaboration between EDUCO and UNICEF Communications Team 
  • Prepares the digital plan (i.e., social media postings, website press release) 
  • Prepares a communication plan 
  • Ensures adherence to the visibility and co-branding guidelines ( or brand book) of UNICEF and EDUCO 

Qualifications & Experience

  • Bachelor’s degree in Social Work, Education, Community and Development Studies, or related fields. A Master’s degree is an advantage.  
  • At least 3-4 years of experience in project management, partnership facilitation, or technical support roles for development projects, particularly working and collaborating with DepEd 
  • Familiarity and experience in the materials development and quality assurance cycle for learning materials such as toolkits, guidebooks, and manuals that cater to a wide range of stakeholders 
  • Strong facilitation, communication, and coordination skills in the context of events management, technical discussions, and multicultural settings 
  • Proven ability to work collaboratively with government and civil society actors at national and regional levels. 
  • Strong technical writing, documentation skills, and attention to detail 
  • Experience in compliance with donor-funded projects is a strong asset. 
  • Willingness to travel across multiple regions for the consultation workshops, field testing, and other meetings 
  • Should be a resident within Metro Manila, for accessibility during coordination with the DepEd Central Office and UNICEF 
  • Knowledge on education in emergencies, child protection in emergencies, disaster management cycle, school safety, and DepEd processes and mechanisms is an advantage 

Work Arrangement and Travel Requirements

The Project Coordinator will be on a work- from- home arrangement and preferably based in Manila or nearby cities, ensuring presence during in-person meetings in Metro Manila, as well as flexibility during field activities in various regions in Luzon, Visayas, and Mindanao, and remote technical work with EDUCO, UNICEF, and DepEd.
